2022-2023 INTERNATIONAL COOPERATION AT THE DEPARTMENT OF CRIMINAL LEGAL DISCIPLINES

 

 

International cooperation at the Department of Criminal Law continues to develop actively. So, for example, in November-December 2022 at the Department of Criminal Law Disciplines of the ENU. L.N. Gumilyova in the framework of international cooperation, a foreign professor invited under the mobility program, Doctor of Law, Ludmila Alexandrovna Bukalerova conducted lectures and practical classes in the disciplines "Criminology" and "Combating corruption criminal offenses" for students of the 3rd and 4th year of the Russian department, students under the Educational program "Judicial-prosecuting and investigative-criminalistic activity". Bukalerova Lyudmila Alexandrovna is currently a professor at the Department of Criminal Law Disciplines of the Peoples' Friendship University of Russia (PFUR), Russian Federation.

Bukalerova L.A. interesting and meaningful with presentation material, statistical data, she spoke about the features of the criminological characteristics of crime at the present stage and in the context of the regions of the Russian Federation. Professor Bukalerova L.A. showed a high level of professionalism, shared her practical experience, she accompanied her presentation materials with a detailed explanation of the features of various types of crime, as well as corruption crimes. The classes were held on the platform Microsoft Teams.

Students showed great interest in these subjects, actively participated in lectures and seminars.

Also, at the Department of Criminal Law Disciplines, a double degree program in the educational program 7M04204 "Judicial Power and Criminal Justice" with Tyumen State University

As part of academic mobility for the 2nd semester, 2022-2023 academic year, 3 students from the Republic of Tajikistan are studying at the department of UPD: Mirkhodzhiev I.I., Komilov A.A., Boboev N.Sh. At the same time, within the framework of outgoing mobility in Italy, in Milan, at the University of Milano Bicocca, at the Faculty of Law, a 3rd year student of the EP “Forensic Prosecutorial and Investigative-Forensic Activities” A.I. Khamidullina is studying.

The exchange of teaching staff within the framework of the program of academic mobility and joint scientific research is provided on the basis of cooperation with leading domestic and foreign universities. In particular, memorandums of cooperation in this direction have been signed: PFUR, Privolzhsky Kazan Federal University, Tyumen State University, Tuva State University, Pavlodar State University named after S. Toraigyrov. According to the Memorandum of Cooperation between the Federal State Budgetary Educational Institution of Higher Professional Education "Volgograd State Agrarian University" and ENU. L.N. Gumilyov, on January 29, 2020, an online round table "Actual problems of the convergence of social and legal research in the context of modern scientific knowledge" was held.

Partner universities are attracted to cooperation on the basis of the following basic criteria: high positions in international and national rankings, sufficient personnel research, educational and resource potential, favorable development prospects.

As part of the research and project activities of grant funding from the Ministry of Education and Science of the Republic of Kazakhstan from 2018 to 2020. Doctor of Law, Professor of the Department of Criminalistics of Moscow State University named after M.V. Lomonosov Bertovsky L.V.

Currently, within the framework of international cooperation at ENU. L. N. Gumilyov, such programs as self-funding, funding from the state budget, at the expense of the university "ENU students ambassador", international programs Erasmus +, Mevlana, Orkhun, ITEC, Dora plus and other programs sent by partner universities, funds. In general, at the Faculty of Law of L.N. Gumilyov, international cooperation is carried out with leading partner universities: Warsaw University (Poland), Vilnius University (Lithuania), Seoul University (South Korea), University of Ljubljana (Slovenia), Alicante University (Spain), University of Tsukuba (Japan), University of Padua ( Italy), University of Pittsburgh (USA), as well as CIS universities Moscow State Institute of International Relations (Russia), Altai State University (Russia), Kyrgyz Law Academy under the Government of the Kyrgyz Republic (Kyrgyzstan), Baku State University (Azerbaijan), SWPS University (Poland), Istanbul University (Turkey).

 

International cooperation of the Department of Criminal Law Disciplines
for 2021-2022


From 05 to 31 December 2021, within the framework of international cooperation, a foreign scientist from Tuva State University, Kyzyl, Republic of Tyva, Russian Federation, Candidate of Law, Mongush Alla Lospanovna, was invited to the Department of Criminal Law Disciplines.
Mongush Alla Lospanovna taught 3rd-year undergraduate students in the discipline "Criminology", as well as 1st-year undergraduates of the Department of Criminal Law Disciplines, in the discipline "Development of private criminalistic theory of the study of personality and ensuring his rights". In addition, Mongush A.L. conducted joint binary classes with teachers of the department in various disciplines, also took part in educational activities and curatorial hours.
Also, Mongush A.L. conducted a review of scientific articles for publication in the scientific journal "Bulletin of the L.N. Gumilyov ENU", participated in the activities of the Department of Criminal Law Disciplines.

 

Information on the international activities of the Department of Criminal Law Disciplines of the Faculty of Law
L. N. Gumilyov ENU for 2020-21


The Department of Criminal Law Disciplines of the Faculty of Law of the L. N. Gumilyov ENU conducts active and versatile international activities in the field of science and education.
In order to implement the «Strategy of Internationalization and Academic Mobility of the L. N. Gumilyov ENU for 2013-2020» (clause 2.1.1. Attracting foreign students, undergraduates and doctoral students to study in educational programs, including those implemented in English), the Department of Criminal Law Disciplines conducted work on the invitation of foreign students from foreign partner universities.
In accordance with this event, students of the Kyrgyz State Law Academy under the Government of the Kyrgyz Republic Kulmanbetova Adel Yrysbekovna, Emilbekova Altynai Emilbekovna and Samarbek uulu Nurzhigit were selected for the academic mobility program for the fall semester of the 2019-2020 academic year and studied at the Department of Criminal Law Disciplines.
Also, students of this Academy Urmatbek kyzy Uulbu and Sydykova Nurzat Atayevna were selected according to the program for the spring semester of the 2019-2020 academic year and studied until mid-March 2020. At this time, work is suspended for the duration of the pandemic.
On March 27, 2021, the Department of Criminal Law Disciplines of the L. H. Gumilyov Eurasian National University together with the Association of Legal Entities «Kazakhstan Criminological Association» held an International scientific and Practical conference on the topic: «Actual problems of combating crime in modern conditions». The moderator of the conference was Doctor of Law, Professor of the Department of Criminal Law Disciplines of the L. N. Gumilyov ENU Baltabaev Kuanysh Zhetpisovich. This event was dedicated to the 30th anniversary of Kazakhstan's independence and the 25th anniversary of the L. N. Gumilyov ENU.
Both domestic and foreign scientists took an active part in the conference. Special interest was aroused by the reports of a number of foreign scientists concerning criminal law and the penal sphere, in particular statements by the following scientists:
Seliverstov Vyacheslav Ivanovich, doctor of law.N., Professor of criminal law and criminology, Moscow state University. M. Lomonosov, honored worker of the Russian Federation, scientific Director of the REC «Problems of criminal-Executive law»: «The Rating of the penal fighting crime in the Russian Federation».
Alikperov Khanlar Jafarovich, Baku, Republic of Azerbaijan, Director of the Center for Legal Studies, Doctor of Law, Professor, retired Major General of Justice «Some problems of scientific and methodological support for the fight against crime at the present stage».
The work of this conference was held at a high level.
On April 23, 2021, an international conference on «Criminal policy in the system of countering extremism and terrorism in the Republic of Kazakhstan» was held, organized by the Committee of the Criminal Executive System, the Department of Criminal Law Disciplines of the L. N. Gumilyov ENU and the UN Office on Drugs and Crime in Kazakhstan. During the conference, the issues of countering extremism and terrorism, current problems and comprehensive prevention measures taken in the Republic of Kazakhstan, including from the point of view of international experience, were considered and discussed.
Moderator of the conference were Vice-rector for academic Affairs of the ENU them. L. N. Gumilev, doctor of law, Professor Ongarbayev E..A.
With a welcoming speech was made by the Deputy Chairman of the Committee of criminal-Executive system of the Ministry of internal Affairs of the Republic of Kazakhstan, major-General of justice Ayub M. A., Commissioner for human rights in the Republic of Kazakhstan E. Azimov, Deputy U.S. Ambassador to the Republic of Kazakhstan Theodore Ling, regional representative of UNODC in Central Asia Ashita Mittal.
The reports were devoted to the issues of improving the criminal policy in the system of countering extremism and terrorism, which were discussed during the discussions during the conference.
The Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan shared its experience in improving the effectiveness of rehabilitation of those convicted of crimes of extremist and terrorist orientation, serving sentences in penitentiary institutions.
The international conference was held at a high scientific and practical level.
Doctor of Law, Professor of the Department of Criminal Law, Criminal Procedure and Criminalistics of the RUDN Law Institute L. V. Bertovsky is a leading researcher of the scientific project on the topic: «Terrorism as a threat to national security: improving criminal policy in the system of counteraction in the Republic of Kazakhstan» by the Department of Criminal Law Disciplines.     Students, undergraduates and doctoral students of the Department of Criminal Law Disciplines completed distance learning under the program "Autumn School of Law" in the Center for Additional Professional Education of the RUDN Law Institute in the amount of 24 academic hours. (September 21-October 21, 2020)
In addition, the 2nd-year doctoral students of the department Kulbaeva Maya, Rakymbaeva Meruert and Amanova Zhanara successfully complete an online internship at the Department of Criminal Law, Criminal Procedure and Criminalistics of the RUDN Law Institute. The foreign consultant is the Head of the Department of Criminal Law, Criminal Procedure and Criminalistics of the RUDN Law Institute, Doctor of Law, Professor L. A. Bukalerova.
Also, the faculty of the department actively participates in international scientific and practical conferences of the near and far abroad in a remote format, over the past year about 15 joint publications with foreign scientists have been published.

 

International activities of the Department of Criminal – legal disciplines 

There are provided invitation works of native students from Partner-Universities by Department of «Criminal – legal disciplines»inpurposeofimplementation «Internationalization strategy and academic mobility L. N. Gumilyov Eurasian National University» (Section 2.1.1 Involving of native students of Bachelor, Master, Doctor degrees for teaching by educational programs, including teaching in English)

According to the event, from the 19th of April to the 30th of April, 2015 Law faculty provided studying by academic mobility program for students of 3rd and 4th Course,Tokar’ Igor’ Dmitrievich, Koshelev Igor’ Vadimovich and Verevkina Tat’yana Andreevna of the Orenburg State University.

Also, in the period from the 17th of May to the 25th of May, 2015 in accordance with academic mobility program Law faculty was attended by 9 students of the Tuvan State University. Maady Allathe head of the science of the Tuvan State University  visited our university by this program.

In the period of studying Law faculty students have visited lectures of one of the best scientists of our university. Lectures of the Professors Baltabaev K.Zh., Ahpanov A.N.,Smatlaev B.М.,SkakovА.B. and etc.

From the 4th of June to 12th of June, 2015 Head of the Department of Criminal – legal disciplines, Doctor of Juridical Sciences, Professor Karzhaubaev Е.К. and Professor  SkakovА.B. have had the internship at the Kocaeli University (Izmit, Turkey).

In the period of the internship Professors had attended Scientific library, visited lectures by the subject Criminal Law of Turkey, also, learnt the rules of management of learning process, rules of taking an exam, had been agree with features of the High-Education system of Turkey and had the meeting with Scientists of the Criminal – legal direction. They had argued with heads of the Law faculty and talked about development cooperation with our university.

From the 28th of November to the 30th of November, 2015 in Pekin (China) had taken place 7th session of the International forum «Crime and Criminal Law in the period of Globalization». According to the decision of the Co-chair Council’s session of the Forum, that took place in the same time with 6th session, the title of the 7th session was «Theory and practice of a penalty in the period of Globalization». 

The word theory means – the theory of human rights’ protection, the word practice means – international criminal-legal reforms that were adopted in strongly accordance with theory of the human rights’ protection. 

On the 7th session of the Forum were presented delegations from 15 states that are from different continents of the world. Representatives were delegations from Latin American states, Europe, Southeast Asia, and Commonwealth of Independent States.

In the International forum’s work Kazakh delegation was the party, that included Professor of the Criminal – legal disciplines, Doctor of Juridical Sciences Baltabaev Kuanysh Zhetpisovich. On the Forum he had speech on the title «Measures of the Criminal – legal impact: problems and a way of solution of it in accordance with Legislation of the Republic of Kazakhstan».

Also, from the 2nd of October to the 3rd of October, 2015 at the Kuban State University (Gelendzhik, Russia) had taken place the International scientific – practical conference «Codes on punishment criminal and remedial 1845 (170 years from adopting)». Parties of the Conference were scientists from Russian Federation, Kazakhstan, Belarus, Lithuania and Germany. 

The forum was attended by Professor of Criminal Law and Disciplines, Doctor of Law, Professor Smatlaev Bauyrzhan Mamytbekovich, who spoke at the plenary session with a report on the concept of legal policy in the new Criminal Code of the Republic of Kazakhstan.

By the decision of the Ministry of Education and Science of the Russian Federation dated May 12, 2015 No. 428 / nk, SkakovAidarkan Baidekovich was conferred the academic title of Professor of the Russian Federation in the specialty “Criminal Law and Criminology, Penal Law”.

As part of an agreement dated October 5, 2015 between the Eurasian National University named after L.N. Gumilyov and TRANSWORKS Ltd. LLP on the supply of forensic laboratory equipmentand.  Assistant Professor of the Department of Criminal Law Disciplines BalgyntaevAO  and senior lecturer Drokin Yu.N.  in the period from October 19 to October 27, 2015 and from October 21 to October 30, 2015, they underwent training in the course Operator PTK Papilon-Raster and Operator of the Automated Information System “Arsenal” on the production base of the developer’s company, Papilon Miass,  Chelyabinsk region of the Russian Federation.

On the basis of the Treaty on Mutual Understanding and Cooperation between the Belarusian State University (Republic of Belarus) and the Eurasian National University named after L.N. Gumilyov, a 4th year student of BSU Shahanbekuly Olzhas was trained in the fall semester of the 2016-2017 academic year.  Also, this semester on academic mobility, Ji Mei Zang, a doctoral candidate at the Chinese University of Politics and Law, studied at our university and worked on her doctoral dissertation.  From March 31 to April 14, 2016, 17 students of Tuva State University and 2 students of Nizhny Novgorod State University completed a short-term internship.

On November 17, 2016, teaching staff of the UPD department took part in the International Scientific and Practical Conference (online) on the topic: "Actual problems of combating corruption crimes and economic crimes", which was held with the Nizhny Novgorod Academy of the Ministry of Internal Affairs of Russia.  On November 21, 2016, an online seminar was held on the topic “Peculiarities of serving sentences by minors: trends and statistics” with Altai State University (RF).

According to the program of the Ministry of Education and Science of the Republic of Kazakhstan “Inviting foreign professors”, the head of the criminalistics department of the Belarusian State University, Doctor of Laws, Professor Shabanov Vyacheslav Borisovich was invited to give lectures to doctoral students from November 14 to November 26, 2016.  Also, in the framework of international cooperation from 12/27/2017 - until 03/27/2018.  Senior Lecturer of the Department of DFC Daurembekov E.K.  completed a scientific internship at the Belarusian State University, Minsk (Republic of Belarus).  D.Sc., Professor, Skakov AB  From March 18 - March 23, 2018, I gave lectures on criminal and criminal executive law at the Grodno State University.  Yanki Kupala (Minsk, Republic of Belarus).  Also, Doctor of Law, Professor of the Department of DFC SkakovAB  regularly participates in the work of the dissertation council at the Academy of the Ministry of Internal Affairs of the Republic of Belarus.

In 2016-2017, the textbooks “Criminal Law of the Republic of Kazakhstan” were published: the general and special parts ed.  Doctor of Law, Professor I.I.Rogov and Doctor of Law, Professor Baltabaev K.ZH.together with Russian scientists.

 This time, active work is carried out on academic mobility with foreign universities: in the 2018-2019 academic year as part of academic mobility, 4th year students Mahmoud Maryam, Murat Aisulu were trained (7 semester) at the University Suleiman Demiraly (Turkey) and 3-year student TokanovErsin passed  study at Vilnius University, Vilnius (Lithuania).

Undergraduates of the scientific and pedagogical direction of criminal law specialization Keligova Khava, Tursyn Akaray, Kubenova Sholpan from 11/19/2018-28.11.2018 passed a scientific internship at RUDN (Moscow, Russian Federation), and Zhumabekova Dana, Khamidullayev Nurdos, Mukhametkazinov Ayan, Andos Andros, Andros, Andana Zhana, Khamidullayev Nurdos, MukhametkazinovAyan, Andros Andros,  .2018-25.11.2018 passed at the Istanbul University (Istanbul, Turkey).

Professor, Department of Criminal Law, Criminal Procedure and Criminalistics, Law Institute, RUDN University, L.V.Bertovsky is a leading research officer of a research project on the topic: “Terrorism as a threat to national security: improving criminal policy in the system of counteraction in the Republic of Kazakhstan” in the department of criminal law disciplines.

Head of the Department of Criminal Law, Criminal Procedure and Criminalistics of the Peoples' Friendship University, Doctor of Laws, Professor L. Bukalerova  read advanced training courses for teaching staff of the department "Countering Corruption in Education" (72 academic hours)

As part of the grant financing of the research project “Terrorism as a Threat to National Security: Improving the Criminal Policy in the System of Counteraction of the Republic of Kazakhstan” head.  Department of Criminal Disciplines, Ph.D.Sembekova B.R.  from April 25 to May 3, 2019 visited the city of London (United Kingdom).  The purpose of the trip was to study scientific studies on countering terrorism in a comparative analysis with the laws of Great Britain and Kazakhstan.  During the trip, she met with professors John Philllps, Richard Wortley at Kings College London and UCL.

The meeting with Professor John Philllps of Kings College London and Professor Richard Wortley of UCL College was attended by Dean of the Faculty of Law, S.K.  Amandykova, head.  Chair of criminal disciplines Sembekova B.R., Professor of the chair of criminal disciplines Tleukhan R.K., where the issues of legal regulation of social relations in the field of educational process were discussed.  In addition, attention was paid to the improvement of criminal policy to counter terrorism and extremism.

Professor Sembekova B.R.  listened to a course of lectures by Professor Richard Wortley of UCL College, which identified key areas of counteraction against terrorism and extremism based on the results of scientific research conducted by their department, highlighted the points of localization of terrorism, marked the motivational and regulatory mechanisms for the formation and development of terrorism in their region, forms and methods of interaction between state  , law enforcement that deserves attention.

Concluded a cooperation agreement with M.V. Lomonosov Moscow State University, People's Friendship University of Russia, Orenburg State University, Tuva State University, Lobachevsky Nizhny Novgorod State University and others.

Academic mobility and visiting scientists from abroad

The students of the department are actively involved in the implementation of the program of academic mobility, where they have the opportunity to study for a semester in the university partner. For example, the undergraduate of the department Tabulova E.B. became the owner of the DAAD scholarship (German Academic Exchange Service). Within the framework of the Bayreuth Summer University-2015,  Tabulova E.B. took the course “Law and Legal Culture of Germany”, as well as classes in legal German language. In addition, the number of foreign students is growing, and in 2014 and 2015, students from the Lobachevsky Nizhniy Novgorod State University, Tuva State University, Orenburg State University, Beijing State University were trained.

One of the most important events in the history of the department is the lecturing of prominent scientists, Doctor of Law, Professor, Honored Lawyer of the Russian Federation Sergei Inshakov Sergey Mikhailovich and Doctor of Law in Law, Professor of the Department of Criminal Law and Criminology of M. V.  Lomonosov  Moscow State University Selivyorstov Vyacheslav Ivanovich, judge of the Supreme Court of the Republic of Turkey, doctor PhD Sami Sesay Ural.  Also the coming to give lectures and participate in the international round table "The current status of the fight against crime" Chief Scientific Officer All-Russian Research Institute of the Ministry of Internal Affairs of the Russian Federation, Honored Scientist of the Russian Federation, Doctor of Law, Professor Yuri Miranovich Antonyan and Associate Professor of the Department of Criminology and the Penal law of the Moscow State Law Academy  O.E. Also at the lecture on the penitentiary system of Belarus made a professor of the Belarusian State University, Vyacheslav Ivanovich Shabanov; Bastrykin Alexander Ivanovich Chairman of the Investigative Committee of the Russian Federation, General of the Russian Federation, Doctor of Law, Professor, made a presentation on the topic: "International Aspects of the Investigative Committee of the Russian Federation."

The students of the department are actively involved in the implementation of the program of academic mobility, where they have the opportunity to study for a semester in the university partner. For example, the undergraduate of the department Tabulova E.B. became the owner of the DAAD scholarship (German Academic Exchange Service). Within the framework of the Bayreuth Summer University-2015,  Tabulova E.B. took the course “Law and Legal Culture of Germany”, as well as classes in legal German language. In addition, the number of foreign students is growing, and in 2014 and 2015, students from the Lobachevsky Nizhniy Novgorod State University, Tuva State University, Orenburg State University, Beijing State University were trained. One of the most important events in the history of the department is the lecturing of prominent scientists, Doctor of Law, Professor, Honored Lawyer of the Russian Federation Sergei Inshakov Sergey Mikhailovich and Doctor of Law in Law, Professor of the Department of Criminal Law and Criminology of M. V.  Lomonosov  Moscow State University Selivyorstov Vyacheslav Ivanovich, judge of the Supreme Court of the Republic of Turkey, doctor PhD Sami Sesay Ural.  Also the coming to give lectures and participate in the international round table "The current status of the fight against crime" Chief Scientific Officer All-Russian Research Institute of the Ministry of Internal Affairs of the Russian Federation, Honored Scientist of the Russian Federation, Doctor of Law, Professor Yuri Miranovich Antonyan and Associate Professor of the Department of Criminology and the Penal law of the Moscow State Law Academy  O.E. Kutafina, Candidate of Laws Elena Alexandrovna Antonyan. Also in 2016 at the lecture on the penitentiary system of Belarus made a professor of the Belarusian State University, Vyacheslav Barisovich.
