Many works were initiative-based research that received recommendations from the Dissertation Council on the extended use of the results of the thesis, as having practical significance.
It should be noted that many works were recommended for use in the educational process as disciplines of a course of choice, studying - greening investment activities in the legislative process, pretrial control in the process of exercising judicial control functions, issues of non-payment or discriminatory payment of citizens of the republic in foreign ones, in law enforcement practice, including in the practical activities of the judiciary, prosecution authorities and preliminary investigations in the activities of state international bodies.
At the dissertation council there is a scientific seminar in which at least 3 (three) members of the dissertation council in the relevant specialty (direction) and scientists of the L.N.Gumilyov Eurasian National University - specialists in the field of research doctoral studies. The seminar is held in the framework of the approved schedule of the dissertation council. The purpose of the functioning of the scientific seminar is to form an informed conclusion on the dissertations of doctoral students regarding the relevance of the selected research topic, the validity of the conclusions, the completeness of publication of the research materials, etc.
Also, during the work of the Dissertation Council, the chairmen and members of the council made a number of proposals for further improving the system of training scientific personnel, including on procedural matters.
In particular, in order to improve the study program of the doctoral program, the need to increase the provision of the ENU library was noted of educational, educational and methodical literature in the state and English languages; allow the discretion of doctoral students to submit monographs on the topic of research published in the Republic of Kazakhstan, instead of scientific publications in publications with high impact factor included in the database Scopus, Thomson Reuters; Ministry of Education of the Republic of Kazakhstan to increase the number of state educational grants for legal specialties; make a change to the "Doctoral program", to provide for the approval of the doctoral dissertations in the light of the recommendations of the Dissertation Council; increase the term of foreign internships; to secure for the dissertation councils of universities the exclusive right of the procedure for defending a thesis and awarding / refusing to award the degree of Doctor of Philosophy (PhD); Considering that the main contradiction develops between the decision of the dissertation council and the opinion of experts of the Ministry of Education and Science of the Republic of Kazakhstan, it was proposed to nominate one reviewer to be in dissertation council’s defense, and the other - KKSON of the Ministry of Education and Science of the Republic of Kazakhstan; in order to increase the personal responsibility of the chairmen of dissertation councils for the quality of training of scientific personnel, it was proposed to issue PhD diplomas signed by the chairman of the dissertation council and the chairman of the Committee on the Control of Education and Science of the Ministry of Education of the Republic of Kazakhstan and much more.
