PARTICIPATION IN THE INTERNATIONAL PARLIAMENTARY CONFERENCE "INSTITUTE OF THE PRESIDENCY: KAZAKHSTAN MODEL"

On November 27, 2019, the international parliamentary conference “Institute of the Presidency: the Kazakhstan Model” was held, organized by the Mazhilis of the Parliament of the Republic of Kazakhstan.

The conference was moderated by Yerman Mukhtar Tildaberkuli, Chairman of the Committee on Foreign Affairs, Defense and Security of the Mazhilis of the Parliament of the Republic of Kazakhstan.

The participants of the international conference were:

- Nigmatulin Nurlan Zayrullaevich, Chairman of the Mazhilis of the Republic of Kazakhstan; Nuryshev Shakhrat Shakizatovich, First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan; Mukhametshin Farid Khayrullovich, Chairman of the State Council of the Republic of Tatarstan; Veselin Mereshki, Deputy Chairman of the National Assembly of the Republic of Bulgaria; Kasymalieva Aida Kamchybekovna, Deputy Toraga of the Jogorku Kenesh of the Kyrgyz Republic; Levent Gök, Deputy Chairman of the Great National Assembly of the Republic of Turkey; Ariel Cohen, Leading Expert, Atlantic Council, USA.

Opening the international parliamentary conference “Institute of the Presidency: the Kazakhstan model”, the chairman of the Majilis of the Parliament of the Republic of Kazakhstan, Nurlan Nigmatulin, recalled that in April 2020 marks exactly 30 years since the official introduction of the institution of the presidency in Kazakhstan.

In Kazakhstan, the choice of a presidential form of government was one of the first steps on the difficult path of independence. As Nurlan Nigmatulin noted, the main prerequisites for the establishment of the institution of the presidency were the establishment of market economic relations, the elimination of a one-party system, and the consistent implementation of the principle of separation of powers.

“Under these conditions, the urgent need was to carry out cardinal political and economic transformations, with the mandatory preservation and strengthening of the constitutional system, rights, freedoms and security of citizens,” Nigmatulin emphasized. 

The event was attended by the Dean of the Faculty of Law, Doctor of Law, Professor Ibragimov Zhamaladen Ibragimovich, Ph.D., Associate Professor, Department of Theory of State and Law, Constitutional Law Kapsalyamova Saule Serikpayevna, Ph.D., Associate Professor, Department International Law ”Karabaev Fazylzhan Zhumashevich.
