On December 23, 2022, the First Scientific Readings on International Law were held in Astana on topic: "Problems of modern international and Kazakh law in their correlation and interaction", dedicated to the 75th anniversary of Doctor of Law, Professor Marat Aldangorovich Sarsembayev.
The organizer of the First Scientific Readings was the Department of International Law of the Faculty of Law of the L.N. Gumilyov Eurasian National University (Astana, Kazakhstan). The moderator of the scientific event was the head of the Department of International Law of the L.N. Gumilyov Eurasian National University, Doctor of Law, Professor Tlepina Sholpan Valeryevna.
The I Scientific Readings were attended by well-known foreign and Kazakh legal scholars in the field of international law and jurisprudence. The program of the meeting consisted of a plenary session and listening to the speakers' reports.
The first welcoming speech in honor of the 75th anniversary of Professor Sarsembayev on behalf of the Chairman of the Board-Rector of the L.N. Gumilev ENU Sydykov Yerlan Battashevich was made by a Member of the Board of ENU-Vice Rector for Academic Affairs, Doctor of Law, Professor Ongarbayev Yerkin Anuarovich.
The welcoming speech of the Chairman of the Constitutional Council of the Republic of Kazakhstan, Doctor of Law, Professor Mami Kairat Abdrazakovich was read by a member of the Constitutional Council, Doctor of Law, Professor Temerbekov Alibek Akylbekovich.

During the plenary session, Marat Aldangorovich was presented with congratulatory addresses and gifts. He was also awarded the medals "Adilet organdary zhuyesin damytuga koskan ulesi ushin" and "Lev Gumilev". In addition, Ongarbayev Yerkin Anuarovich, a member of the Board of ENU–Vice-Rector for Academic Affairs, announced the intention of the university management to award Professor M.A. Sarsembayev the title of "Honorary Professor of L.N. Gumilyov ENU" at a meeting of the Academic Council of L.N. Gumilyov ENU.
The second part of the I Scientific Readings was devoted to the discussion by the participants of topical issues of correlation and interaction of international and national legal norms and principles. The participants of the First Scientific Readings, recognizing the significant contribution of Professor Sarsembayev to the formation and development of the Kazakhstan School of International Law, emphasizing his contribution to the development of public service, academic education and legal science, emphasizing the high professionalism and excellent personal qualities of the professor, devoted their reports and speeches to international legal issues that reflect and are based on scientific interests and scientific works of the professor. At the same time, interesting reports on the history of the development of international law were presented, as well as questions and problems in various branches of modern international law were highlighted. Among them are international space law, the law of international organizations, international criminal law, international human rights law, diplomatic and consular law, international environmental law, etc.
The audience was particularly interested in the reports of Yerbol Musinovich Abaydeldinov, Doctor of Law, Professor, Professor of the Department of International Law of the L.N. Gumilev ENU, dedicated to the activities of the UN to ensure peace and Larisa Ivanovna Volova, Doctor of Law, Professor, Honored Worker of the Higher School of the Russian Federation, Professor of the Department of International Law of the Southern Federal University (Moscow Rostov-on-Don, Russia) on the topic: "Interaction of civilizations as an effective factor of influence on international law"; Kulzhabayeva Zhanat Orynbekovna, Candidate of Law, Associate Professor, Advisor to the Director of the RSE "Institute of Legislation and Legal Information of the Ministry of Justice of the Republic of Kazakhstan" on the topic: "International legal regulation of the return of cultural values in modern conditions"; Akhmetov Erik Bauyrzhanovich, PhD, Department of Jurisprudence of the Kazakhstan University of Innovative and Telecommunication Systems (Uralsk, Kazakhstan) on the topic: "International criminal law and the Republic of Kazakhstan: the development and current state of research in this field."
The participants of the scientific forum remembered the report of Said Tulibayev, PhD candidate of Suleiman Demirel University on the topic: "International legal norms for the protection of the atmosphere in the Republic of Kazakhstan".
During the meeting, Nurmagambetova Saule Burkatovna, Ph.D., Associate Professor of the Department of Constitutional and Civil Law of L.N. Gumilyov ENU; Salimgerei Aron Amanzholovich, Ph.D., PhD, Associate Professor, President of the Kazakhstan Association of International Law; students of M.A.Sarsembayeva – Akparova Razia Nurpeisovna, Candidate of Law, Associate Professor; Sarsenova Sania Nurzhanovna, Candidate of Law, Associate Professor.
According to the results of the First Scientific Readings, the participants adopted a resolution. So, the participants of the section consider it necessary:
– to carry out the improvement of national law, taking into account the implementation of the norms of international law in the Republic of Kazakhstan. At the same time, in the sphere of interaction between international and national law, all necessary measures should be taken to fulfill international obligations in good faith, to prevent a conflict of norms of concluded international treaties and the Constitution, legislative resolution of conflicts of international obligations and strategic interests of the country, while preserving national interests and strengthening the sovereignty of the state;
– due to the growing contradictions in international relations and the frequent divergence of subjects of international relations in the field of interpretation and application of international law, the conference participants consider it necessary to draw the attention of specialists to clarifying the list and content of generally recognized principles and norms of international law and their specification in the system of international legal acts, which will to a certain extent prevent their ambiguous interpretation and arbitrary application;
– to develop and improve domestic legislation in the context of globalization, taking into account the requirements of international law.
The participants of the First Scientific Readings proposed:
– to hold annual Scientific Readings on the basis of the L.N. Gumilyov Eurasian National University;
– to strengthen international cooperation of Kazakhstani and foreign scientists and specialists in the field of international law through joint scientific events, projects, invaluable exchange of professional and research experience.
At the end of the forum, Professor Marat Aldangorovich Sarsembayev expressed gratitude to all participants for their interest and participation in the First Scientific Readings on International Law, including the university administration and the staff of the Department of International Law.
