Within the framework of the VII International Scientific and Practical School on International Law on the topic "Actual problems of theory, practice and teaching of international law", Anastasia Aleksandrovna Belousova, Associate Professor of the Department of International Law of the RUDN University, Candidate of Legal Sciences, gave a lecture on “Protecting human rights in the context of the COVID-19 coronavirus pandemic”. In her lecture she, in particular, touched upon the issues of the legitimacy of the introduction of a quarantine regime on the territory of individual states and the consequences of the introduction of such a regime on the territory of the state. Anastasia Aleksandrovna noted the important role of the UN in preserving human rights during a pandemic (in particular, the role of Secretary General Antonio Gutierrez); international health standards adopted by the World Health Organization; the work of the UN High Commissioner for Human Rights Michelle Bachelet on protecting human rights during a pandemic. Anastasia Aleksandrovna also noted the importance of protecting the social rights of the most vulnerable persons during the period of forced self-isolation; ensuring equal rights to the provision of medical care, including for persons who are unable to independently apply to health authorities. An important part of her speech was the consideration and analysis of the document "Emergency Measures and COVID-19: Guidelines" adopted by the Office of the UN High Commissioner for Human Rights on April 27, 2020. The lecture ended with a detailed consideration of the impact of the pandemic and the quarantine regime on the educational system of states, in particular, about the distance learning mode adopted in many countries, both in schools and in higher educational institutions.
