On March 18, 2023, Ishkibayeva G.M. defended her dissertation for the degree of Doctor of Philosophy (PhD) at Al-Farabi Kazakh National University. on the topic "Legal regulation of commercial activities in the field of the use of space communications" in the specialty "6D030100 - Jurisprudence".
It should be noted that the Dissertation Council for the group of specialties “6D030100, 8D04203 – Jurisprudence; 6D030200, 8D04201 - International Law” (hereinafter referred to as the Dissertation Council, the Council) was formed at KazNU. Al-Farabi based on the decision of the Academic Council of the University and is valid for the period 2021-2024. The Chairman of the Dissertation Council is the Dean of the Faculty of Law, Doctor of Law, Professor Baideldinov D.L. The permanent members of the Council also include Deputy Chairman, Professor of the Department of International Law, Doctor of Law, Professor Aidarbaev S.Zh.; Academic Secretary, Associate Professor of the Department of Criminal Law, Criminal Procedure and Criminalistics, Doctor PhD Zhanibekov A.K.; Head of the Department of International Law, Ph.D. in Law, Associate Professor Sairambayeva Zh.T.

By decision of the above Dissertation Council, Doctor of Philosophy (PhD), Senior Lecturer of the Department of International Law of L.N. Gumilyova Akshalova R.D. was approved as a temporary member of the dissertation council (minutes No. 14 dated February 9, 2023) on the thesis of Ishkibayeva G.M. Akshalova R.D. questions were asked about the proposed dissertation amendments to the national legislation and about the prospects for the development of the Baikonur Cosmodrome.
The relevance of the topic of the dissertation and the high level of preparation of a doctoral dissertation were noted. A unanimous decision was made to award Ishkibayeva G.M. degree of Doctor of Philosophy PhD in the specialty "8D04203 - Jurisprudence".
