On May 5, 2023, on the basis of the Department of Criminal Law Disciplines of the Faculty of Law of L.N. Gumilyov ENU, a scientific and practical conference "Actual problems of modern criminal policy" was held, dedicated to the 75th anniversary of the Doctor of Law, Professor K.Z. Baltabaev – the founder of the Department.
The conference was attended by scientists from Kazakhstan, the Russian Federation and Azerbaijan, representatives of state and law enforcement agencies, students, undergraduates and doctoral students.
Dean of the Faculty of Law, Doctor of Law, Professor Smatlaev B.M., made a welcoming speech, who noted the role of scientist Baltabaev K.Z. in the development of Kazakh science in the field of improving criminal law, on behalf of the Rector of the L.N. Gumilyov ENU, Professor, Doctor of Historical Sciences Sydykov E.B. presented the diploma of honorary Professor of the ENU. L.N. Gumilyova for a significant contribution to the development of science, education and upbringing of youth.
The welcoming report of the judge of the Constitutional Court of the Republic of Kazakhstan, Doctor of Law, Professor Ongarbayev E.A. noted the activity of K.Z. Baltabayev in the Constitutional Council of the Republic of Kazakhstan, his high professionalism, responsibility, self-organization and integrity in accepting and solving state tasks.
On behalf of the scientific community of Kazakhstan, the chief researcher of the Institute of Legislation and Legal Information under the Ministry of Justice, Doctor of Law, Professor S.M. Rakhmetov, made a welcoming speech, who also noted the role of scientist K.Zh. Baltabayev in improving the criminal legislation of Kazakhstan, in law enforcement, about his activities not only in leading universities of Kazakhstan, but also and in government agencies.
On behalf of the students, the director of the Scientific and Educational Center of Criminal Law Disciplines of the Academy of Justice at the Supreme Court of the Republic of Kazakhstan, candidate of law, Associate Professor A.A. Biebaeva, spoke, who revealed the professor's abilities in training highly qualified personnel in the field of law, noted about the students who continue their teacher's work, contribute to the development of science and education in Kazakhstan, successfully carry out state, law enforcement activities.

The welcoming speech was made by the head of the Department of Criminal Law Disciplines of the Faculty of Law of the L.N. The work of the scientific and practical conference was held at a high scientific and methodological level with the disclosure of the problems of criminal legislation and ways to overcome them was made by Doctor of Law, Professor K.Z. Nomokonov, Doctor of Law, Professor of the Department of Criminal Law and Criminology of the Far Eastern Federal University, spoke on topical issues of improving the criminal legislation of Kazakhstan and the Russian Federation with the article "Moral foundations of anti-criminal policy", where the mechanisms of anti-criminal policy of scientific interest and practical relevance were revealed;
Doctor of Law, Professor of the Department of Penal Enforcement Law of the Academy of the Federal Penitentiary Service of Russia Skiba A.P. with the article "Peculiarities of the execution of sentences against sick convicts, taking into account the adoption of the Federal Law "On Probation in the Russian Federation", Doctor of Law, Professor of the Department of Criminal Law and Criminology of Lomonosov Moscow State University, Honored Worker of the Russian Federation, scientific director of the REC "Problems of Penal Enforcement law" V.I. Seliverstov. with the article "The Ninth Special Census of convicts in Russia (2022), meaning, parameters and results", which reflected the problems and prospects of improving the norms of penal enforcement law with the disclosure of causal determinants of penitentiary crime, which are of scientific interest for improving law enforcement.
The article "Application of a court fine to minors as one of the modern directions of criminal law policy in Russia" by V.I. Morozov, candidate of law, Associate Professor, Honored Lawyer of the Russian Federation, Head of the Department of Criminal Law Disciplines of the Tyumen State University Law Institute, deserves attention, who outlined the dominant directions and prospects for applying a court fine to minors, of scientific and practical interest.

The scientific and practical conference was held in the form of discussions and polemics, where students of the educational program "Judicial-prosecutorial and investigative-criminalistic activities", undergraduates of the educational programs "Judicial Power and Criminal Justice", "Forensic examination" took an active part.
The conference developed practical recommendations and proposals for improving the criminal legislation of the Republic of Kazakhstan.
