On April 23, 2021, an international conference on" Criminal policy in the system of countering extremism and terrorism in the Republic of Kazakhstan " was held, organized by the Committee of the Criminal Executive System, the Department of Criminal Law Disciplines of the L. N. Gumilyov ENU and the UN Office on Drugs and Crime in Kazakhstan. During the conference, the issues of countering extremism and terrorism, current problems and comprehensive prevention measures taken in the Republic of Kazakhstan, including from the point of view of international experience, were considered and discussed.
The conference was moderated by the Vice-rector for academic affairs of the L.N. Gumilyov ENU, doctor of law, professor E. A. Ongarbayev.
Welcoming remarks were made by the Deputy Chairman of the Committee of the Penal System of the Ministry of Internal Affairs of the Republic of Kazakhstan, Major General of Justice Ayubaev M. A., Commissioner for Human Rights in the Republic of Kazakhstan Azimova E. A., Deputy US Ambassador to the Republic of Kazakhstan Theodore Ling, Regional Representative of UNODC in Central Asia Ashita Mittal.
Reports were made by the Head of the Department of Criminal Law Disciplines, Candidate of Law, Professor Sembekova B. R., Head of the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Shrakbek Kabylbayev, Police Colonel, Doctor of Law, Associate Professor Biekenov N. A., Professor of the Department of Social and Humanitarian Disciplines of the Institute of Postgraduate Education of the Academy of Law Enforcement Agencies under the Prosecutor General's Office of the Republic of Kazakhstan, doctor of Social Sciences, Adviser of Justice Tynyshbaeva A. A., member of the Public Council on the Activities of the Internal Affairs Bodies of the Republic of Kazakhstan, Doctor of Law, Professor of the NAO "S. Amanzholov East Kazakhstan University Rakhimberlin K. Kh., Associate Professor of the Faculty of Anti-Terrorist Training of the Academy of the National Security Committee, Colonel Sarsembayev A. The reports were devoted to the issues of improving the criminal policy in the system of countering extremism and terrorism, which were discussed during the discussions during the conference.
The Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan shared its experience in improving the effectiveness of rehabilitation of those convicted of crimes of extremist and terrorist orientation, serving sentences in penitentiary institutions.
At the end of the conference, practical recommendations were made aimed at developing effective methods of countering extremism and terrorism.
The international conference was held at a high scientific and practical level.
