Round table informing and explaining the National Referendum on constitutional amendments

The Law Faculty of L.N. Gumilyov ENU on June 1, 2022 at 10.00 in room 215 organized in an online and offline mixed format a round with students of the group “QQ-45, 47”. This was an explanation of the national referendum to be held with regards to the amendments to the Constitution of the Republic of Kazakhstan. The main speaker was Doctor of Law, Professor Zh.I. Ibragimov who made a presentation on the topic Foundation of a new Kazakhstan. Zhamaladen Ibrahimovic noted that the constitutional reforms affect a wide range of issues. They strengthen mechanisms for the protection of human rights, concern power distribution issues, strengthen the role and raise the status of the Parliament, cover the final transition from the super-presidential model to the presidential republic, and enlarging participation of the population in state decision-making process. The speaker noted that the Constitutional Council is being abolished, and the Constitutional Court is proposed instead. The Constitutional Court, at the request of citizens, would be able to complain regarding whether a normative legal act of the Republic of Kazakhstan is in compliance with the Constitution of the Republic. The amendments propose to abolish the death penalty. The status of the prosecutor's office would be determined by the Constitutional Law.

Other speakers, representatives of a young generation, like A.E. Tengebayev (Executive Director of the Alliance of Students of Kazakhstan, member of the Student Council at the Ministry of Education and Science of the Republic of Kazakhstan), I.N. Tustikbayev (Doctorate student of Civil, Labor and Environmental Law Department) spoke about the importance of the constitutional amendments for the future development of our country and the importance of youth participation in the referendum and expression of their will. Then the curator of the group, Ph.D. B.A. Zhusipova and Deputy Dean for Student Affairs B.Yu. Shangirbaeva took a floor. Members of three election commissions were also present as listeners. Students actively participated in the discussion.
