On October 12, 2022, a meeting of the Department of International Law was held to discuss the Policy in the field of quality assurance of the L.N. Gumilyov ENU, together with a foreign professor, candidate of legal sciences, associate professor, deputy head of the department of international law of the Peoples' Friendship University of Russia, Solntsev Alexander Mikhailovich.
Solntsev A.M. noted that having familiarized himself with the Policy in the field of quality assurance, he was pleasantly surprised by the detailed description of the goals and objectives necessary to achieve them. At the same time, there are suggestions for improving the quality of educational services provided:
Firstly, in the third goal, the word “investments” should be replaced with “funds”, or separated with a comma. This is necessary because the activities of funds are not taxed, unlike investments. Although not knowing all aspects of the investment legislation of the Republic of Kazakhstan, I can be wrong.
Secondly, in the first task to achieve the set goals, it is indicated “at the republican and international level”. A proposal was made to add "and the Eurasian level". This comes from both the name of the university and the definition of the regional aspect. Since close international cooperation is developing in the Eurasian space.
Thirdly, it is necessary to single out the expansion of the creation of joint educational programs for the preparation of masters. Since 2010, our universities of RUDN University and ENU have been conducting joint educational training of masters within the framework of the CIS SU and the SCO SU. At the moment, the entire international educational community is developing close contacts in this way. This is very difficult to do at the bachelor's level, but it is possible at the master's level.
Fourthly, the fourth task states "ensuring the implementation of the third mission of the University." What is the third mission? It is necessary either to write it in full in this paragraph, or to indicate the mission of the university in the header of the document. Without familiarization with other documents of the university, such as the University Development Strategy for the period 2021-2025, it is impossible to understand what is being said. Moreover, why then there are no tasks to fulfill the first and second missions of the university.
Head of the department, professor Tlepina Sh.V. noted that ENU is actively pursuing a policy of expanding educational ties with other universities in the world for the joint preparation of masters, fulfills its obligations under the Bologna process.
The issues of promoting universities in the QS ranking and the implementation of European standards for quality assurance of higher education in the European ESG area were also discussed.
