The State Commission was established by the Decree of the President of the Republic of Kazakhstan dated November 24, 2020 as an advisory body under the President of the Republic of Kazakhstan. Its main task was to restore historical justice to Kazakhstanis, victims of mass political repression in the 1920s and 50s, and legal and political rehabilitation of innocent victims. The Ministry of Science and Higher Education of the Republic of Kazakhstan was identified as the working body of the State Commission.

The decree of the President of the Republic of Kazakhstan launched the process of declassifying documents of that time, large-scale scientific research during the period of mass repression, and the restoration of many good names of our compatriots. For three years, hundreds of specialists from various industries have been working throughout Kazakhstan and on foreign business trips: historians, lawyers, employees of archives, libraries, employees of the Prosecutor General's Office, the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, akimats, teachers, volunteers have been doing a great job to implement the Presidential Decree. Their activities were coordinated by the Project Office of the State Commission under the leadership of prominent public and statesman S.A. Kasimov. More than 2.6 million documents and materials have been declassified, and more than 311,000 victims of political repression have been rehabilitated.

In 2023, the State Commission published 39 volumes of materials, and 33 more volumes were prepared for printing, which presented many previously classified facts, names, and documents of that time. Legal opinions and draft laws on rehabilitation have been prepared. Research in this area will continue.
