The topic of the dissertation research aroused great interest. Legal regulation of quality assurance in higher education includes several components and requires the solution of many problems: legislative, scientific, methodological, organizational, and managerial. The role of quality assurance is critical in supporting higher education systems and institutions of higher education in bringing about change. The coordinated work of all participants in the educational space (stakeholders) will harmonize the Kazakhstani system of ensuring the quality of education with European systems and raise its level.
It should be noted the high creative professionalism and scientific discussion of scientists in the work of the Dissertation Council. The members of the dissertation council actively participated in the discussion of the dissertation, asked questions, shared their scientific experience, wishes, recommendations and conclusions.

Official reviewers in their reviews gave an objective assessment of the scientific results of the applicant, noted the strengths of the dissertation, the scientific and practical significance of the research and the validity of the main conclusions. According to the new «Regulations on the Dissertation Council» the official reviewers took part in the secret ballot procedure for the first time.
