Sholpan Valeryevna Tlepina, a Kazakh woman, was born on March 9, 1967 in the city of Aktyubinsk (modern Russia). It).
Doctor of Law (2007), Professor (2011).
In 1989, she graduated with honors from the Faculty of History, majoring in History and Soviet Law of the Kazakh State Women's Pedagogical Institute. She was a V. I. Lenin scholar.
Winner of the International Scholarship of the First President of the Republic of Kazakhstan – Leader of the Nation N. A. Nazarbayev "Bolashak" in international law (University of Bern, Swiss Confederation, 2011-2012).
Since 1989, he has been working at the university:
Professor of the Foundations of law Kazgoszhenpu (1989-1991);

She was a member of the Joint Dissertation Council for the Defense of doctoral and Candidate theses for the degree of Doctor and Candidate of Law at KazGUU; a member and chairman of the Expert Council for Legal Sciences of the Committee for Control in the Field of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan. Scientific Secretary of the Dissertation Council for the specialties 6D 0503100-Jurisprudence, 6D 0503200-International Law of the Gumilyov ENU.
He is the Deputy chairman of the Educational and Methodological Section for the group of specialties "Law" of the Ministry of Education and Science of the Republic of Kazakhstan.
Sh. V. Tlepina was the head of the innovation and risk research project "State-legal foundations of the political system of the Republic of Kazakhstan and its impact on the sphere of public administration in the context of globalization" (Contract No. 219), which was carried out under the state order under the budget program 055 "Fundamental and Applied Scientific Research" of the Ministry of Education and Science of the Republic of Kazakhstan; the author's team of legal scholars, historians and the editor of the collective monograph: 20 years of Independence of Kazakhstan: in the light of the development of civil society (Astana: "Akarman-media", 2010. - 320 p.)
Tlepina has long been a member of the editorial boards of the leading scientific journals " Bulletin of the L. N. Gumilyov Eurasian National University. Series of Legal Sciences", "Zanger" (Astana, Supreme Court of the Republic of Kazakhstan), "Law and State" (Astana, KazGUU), " Law and Politics "(Republic of Kyrgyzstan)," Legal State: theory and practice " (Republic of Bashkortostan), Bulletin of the Altai State University (Barnaul, Altai Krai, Russian Federation).
Tlepina's scientific activity is currently focused on the history of the legal science of Kazakhstan, the history of international law.
Winner of the state grant of the Ministry of Education and Science of the Republic of Kazakhstan "Best University Teacher" (2009), awarded the badge "For merits in the development of science of the Republic of Kazakhstan" (2011).
