Currently, 15 teachers work at the Department of Theory and History of State and Law, Constitutional Law, of which 12 full-time teachers working part-time - 0; external part-time teachers - 3 of them teachers have academic degrees. The average age of full-time teaching staff with academic degrees and titles is 36 years. The degree of the department is 91 percent. All teachers of the department have undergone advanced training both in the Republic of Kazakhstan and at the international level.

Within the framework of international cooperation, teachers of the department take an active part in international scientific and practical conferences and internships held in the Republic of Kazakhstan and in the countries of near and far abroad. The teachers of the department were on a scientific internship in Austria, Belgium, Spain, Poland, Finland, Germany, Turkey, USA, Lithuania, China, Russia.

Legal aspects of the transformation of universities into non-profit joint-stock companies in order to implement the Plan of the Nation

Object of study. The object of fundamental research is the Legal aspects of the transformation of universities into non-profit joint-stock companies in order to implement the Plan of the Nation.

Objective. The aim of the research is to study the step-by-step implementation of the state program strategy in the field of higher education and science, as well as monitoring the legal framework governing the transformation of state universities into non-profit joint-stock companies. In this regard, it is planned to review and analyze the activities of advanced foreign universities, their corporate governance systems as non-profit organizations. In the future, it is planned to develop scientifically based theoretical and methodological foundations of education management, as a key factor in the improvement and modernization of the educational legislation of the Republic of Kazakhstan.

2. "Formation and strengthening in the Republic of Kazakhstan of the professional legal culture of civil servants in the light of the modernization of public consciousness: historical and theoretical, regulatory and regulatory and practical aspects"

The object of fundamental research is legal culture as a specific, complex and developing social phenomenon that is of great importance for the functioning of a democratic, legal state.

The purpose of the project is to study and identify ways of forming and developing the legal culture of civil servants in the context of modernizing public consciousness, which, on the one hand, implies the adaptation of the best traditions of worldview, world perception, unique culture of lawful behavior of representatives of Kazakh nomadic society to modern realities, openness and sensitivity to the best achievements of the highly developed countries of the world.

Within the framework of the project, more than 50 publications were published, including 20 in Kazakhstan, 4 in foreign publishing houses and 2 in the journal included in the Scopus database.

Information on the implementation of the "double diploma" program

Currently, the department of the theory and history of state and law, constitutional law is implementing a program with Tyumen State University of the Russian Federation. From September 1, 2017-2018 academic year, the Joint Educational Program (JEP) for the preparation of masters in the framework of EP "6M030100 Jurisprudence" under the program of double diploma "Protection of Human Rights and Business" was introduced into the educational process. JEP was developed jointly with the Department of Theory and History of State and Law, International Law of Tyumen State University (Russian Federation). The introduction of the program in the educational process was preceded by a large amount of educational, methodological and educational work done. First of all, the rectors of universities signed an agreement on cooperation between TSU and L.N.Gumilyov Eurasian National University from 04.15.2016, in which one of the areas of cooperation was the development of programs of "double diplomas". After that, the Supplementary Agreement on the joint training of masters between the L.N.Gumilyov Eurasian National University was developed and adopted and TSU (signed by the Rector of ENU on February 15, 2017). At the same time, work was under way on the development and approval of the Agreed Working Curriculum for the joint preparation of masters. In this work, in addition to the two interested departments, the Department of Academic Affairs of the Department of Academic Affairs of the L.N.Gumilyov Eurasian National University took an active part. The agreed working curriculum was approved by the Resolution No. 11 of the Academic Council of the L.N.Gumilyov Eurasian National University from April 27, 2017. In accordance with the approved Agreed Work Curriculum, the MEP and QED for the double degree program “Protection of Human Rights and Business” were developed, approved and implemented.

In 2017, under the double diploma program “Protection of Human Rights and Business” to the magistracy of the L.N.Gumilyov Eurasian National University received two applicants from Tyumen State University: 1) Maria Popova and 2) Meruert Zhunubayeva (order of the ENU named after LN Gumilyov No. 1190-s dated September 26, 2017). To the magistracy of TSU from ENU 1) Zeydin Kanat (TSU order No. 72-21 dated 08.08.2017). In February 2018, undergraduate Zeydin Kanat, in accordance with the agreed working curriculum, went to study at Tyumen State University, and learned the whole second semester until the end of July 2018. In September 2018, undergraduate students Popova Maria and Zhunubayeva Meruert arrived at the L.N.Gumilyov Eurasian National University to study in the third semester.

In 2018, three undergraduates from the Tyumen State University received the following double diploma program: 1) Yara Marakulina, 2 Alexander Dmitrievich Popov, 3) Anastasia Shchukina (order of ENU dated 10.09. 2018 No. 1167-с). To the magistracy of TSU from L.N.Gumilyov Eurasian National University enrolled 1 undergraduate - Zugarlin Serik Aydarbekuly (order TSU from 08.08.2018 number 90-21). Zhugralin Serik in February 2018 I went to study in the third semester at Tyumen State University.

In June-July 2019, the first graduation of masters in the “double diplomas” program is to be carried out. The implementation of the “double diplomas” program provides wide opportunities for students to get a half-university legal education in two countries, learn the peculiarities of foreign education and apply the skills acquired in two universities in their future professional activities. For the management and the teaching staff of the EP, the implementation of this program allows the exchange of educational, methodological and research experience with a foreign partner university, the introduction of advanced technologies for the education and training of future specialists, taking into account the trends in the modern stage of development of higher postgraduate education. The implementation of the program of double diplomas of education motivates the modular organization of educational information, when information from different, previously autonomous fields of knowledge, constitute new scientific directions.

The Chair of Theory and History of State and Law, Constitutional Law was formed as the Department of "Theory of State and Law" in September 1998. At the origins of its creation was Doctor of Law, Professor: A. Agdarbekov. During its existence, the chairmen of the department were MSBashimov, E.K. Nurpeisov, Zh.K. Ibragimov, B.O.Turebekova, E.B. Abdrasulov, Sh.Ormanova, Sh.V.Tlepina. Currently, the department is headed by Doctor of Law, Associated Professor B.O. Altynbasov

The Department of Theory of State and Law holds the bulk of pedagogical and research activities in the field of history, theory of state and law, constitutional, administrative and financial law.

Many teachers of the department have great achievements: J.D. Busurmanov, G.S. Zhumasheva awarded the badge "Honored Worker of Education of the Republic of Kazakhstan". Professors of the department Zh.D. Busurmanov (2009), Sh.V. Tlepina (2011) and B.O. Altynbasov (2012) are holders of the "Best Teacher of the Year" grant from the Ministry of Education and Science of the Republic of Kazakhstan.

In recent years, the department has been doing a great deal of international cooperation with a number of universities of the CIS countries like PFUR, MGIMO, RGTU, DonNU, cooperating within the framework of the Consortium of Universities for the implementation of the educational program on human rights. Regular online conferences and international competitions for student work have become regular.

The department has several registered offices. In honor of the 90th anniversary of the well-known academic lawyer of the Academy of NAS RK, S.Z. Zimanov within the precincts of the Faculty of Law in 2011. The opening of the nominal audience of S.Z. Zimanov. Also in 2014 M.M. Baimakhanov. The offices are equipped with a conference table, stands about the life and scientific activity of the Academicians, and there is also a library of their author's works, donated by the faculty.

Within the mobility program of the university, the department widely practices the invitation of foreign specialists. In December 2016, the year came the professors from abroad: Ph.D., Tagirova Sh.V., Doctor of Sciences, Tsomplak K.A., Professor of the Pyatigorsk State University, Doctor of Law. Thabisimova LA Along with the reading of special courses, they conducted theoretical and theoretical seminars on topical problems of theory and history of the state and law, constitutional law for undergraduates, doctoral students and teachers of the department and faculty.

In 2015, a research group led by Dr.Sc. Busurmanova Zh.D. won a tender for grant funding for scientific research for 2015-2017, the announced Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan, the theme of the scientific project: "Human Rights and Eurasianism". In the work under the project, the staff of the department takes part.
