On May 17, 2019, in the capital of Kazakhstan, the city of Nur-Sultana, an international scientific-practical conference on the theme “The legal system and the modern state: problems, trends and prospects for development” was held, dedicated to the 20th anniversary of the law faculty of the Eurasian National University. L.N. Gumilev. This conference was attended by foreign guests from more than 30 countries. In the afternoon, the Section held a meeting: CRIMINAL JUSTICE: TRADITIONS AND INNOVATIONS IN THE SYSTEM OF MODERN LAW.
The section was moderated by the head of the department of criminal law disciplines, candidate of legal sciences, professor Sembekova B.R., who made a welcoming speech to the section participants and gave a report on the topic: “Operational-search activity in countering terrorism and extremism”.
A delegation of five people from Tuva arrived to participate in the international conference. The delegation from the Tuva State University was represented by teachers of the Department of Civil Law and Process, Head of the Department Candidate of Laws, Associate Professor Mongush Alla Lospanovna, Deputy Dean for Research, Candidate of Laws, Associate Professor Mongush Aziyana Saryg-oolovna and Senior Lecturer Dongak Olga Shurtuevna .
Of the foreign guests acted head. Department A.L. Mongush with the topic “Obligations under the civil code of the Tuvinian People's Republic”, which was very interesting for the participants of the conference, and the discussion questions continued more than the allotted time limit. Teachers and undergraduates of Tuva State University also took an active part: reports were presented by A.S. Mongush with the theme “Historical and legal analysis of the problems of cattle-breeding in the Republic of Tyva” made a presentation in Section 3 “Criminal Justice: Traditions and Innovations in the System of Modern Law”; O. Sh. Dongak “Legal regulation of the object of civil law - the image of a person” and undergraduate of the 1st year of full-time tuition I.A. Kashnikov with the theme "Consumer Protection in the provision of medical services."
Further, the Doctor of Laws, Professor of the department of criminal law disciplines Baltabaev Kuanysh Zhetpisovich made a presentation on the topic: “The problem of alternatives to deprivation of liberty on the punishment system in the Criminal Code of the Republic of Kazakhstan” (co-authored by Tatikov R., PhD student at the Kazakhstan-American Free University). The next speaker was the Doctor of Laws, Professor of the department of criminal law disciplines Akhpanov Arystan Nokeshevich with the theme of the report "Actual Issues of the Theory and Practice of the Kazakhstan Criminal Procedure." Further, the Doctor of Laws, Professor of the department of criminal law disciplines Skakov A.B. with a report on the topic: “Prevention of extremist manifestations among minors and youth of Kazakhstan”.
Among the invited guests were the professor of the Department of Criminal Justice of the Higher School of Education of the JSC “KAZGUU University” Candidate of Law, Professor K.V. Kim made a presentation on the topic: “The charge is in the structure of the principle of competition”; further, the candidate of legal sciences, senior lecturer of the Karaganda Economic University "Kazpotrebsoyuz" T.T. Kazikanov with a report on the topic: "On the improvement of the concept of operational-search activity"; further, the Director of the Scientific Research Institute of Law, Professor of the Department of Law and International Law of the University Turan, Doctor of Law, Professor, Honored Worker of the Ministry of Internal Affairs of the Republic of Kazakhstan, Colonel of Retired Justice Akimzhanov T.K. Kazakhstan".
Among the foreign participants were also declared a scientific report of Ph.D., associate professor of the department of humanitarian and legal disciplines of the Stavropol branch of the Moscow State Pedagogical University, (Stavropol, Russian Federation) Kabakova O.V. on the topic: "Legal culture in the global legal and information space"; Associate Professor of the Department of Criminal Law and National Security, Faculty of Law, Novosibirsk State University of Economics and Management, Candidate of Laws, Associate Professor, Russia, Novosibirsk, N. Verchenko I. Presentation on the topic: “Grounds for the classification of criminal violence (using examples of law enforcement practice ) ".
The following teachers also spoke: Candidate of Laws, Associate Professor Baimoldina S.M. with a report on the topic: “Criminal liability for hindering entrepreneurial activities in the Republic of Kazakhstan”; Candidate of Laws, Associate Professor Mergembaeva N. B. with a report on the topic: “Application of special knowledge in the investigation of a terrorist act”; Candidate of Laws Muratkhanova MB in collaboration with Mұқametқazinov A.S.; Candidate of Law, Ashimova E.A., Master of Laws, Senior Lecturer Tulepenov Zh.K.
At the end of the conference, the results were summed up and recommendations were offered for the improvement of criminal legislation.
