PhD student of International law department Akshalova R.D. successfully passed foreign scientific internship in the People’s Friendship University of Russia (RUDN)

In the period from February 18 to May 18, 2019, a PhD student of the 2nd course of the specialty "6D030200 - International Law" of the L.N. Gumilyov Eurasian National University, Akshalova Roza Dzharasovna, passed a scientific internship at the Department of International Law of the Law Institute of the Peoples' Friendship University of Russia in the direction of “40.06.01 Jurisprudence” in the specialty “12.00.10 International Law; European law”. The head of the RUDN Department of international law is Member of the UN Committee on Economic, Social and Cultural rights, Member of the Expert Council on Law of the Higher Attestation Commission under the Ministry of Education and Science of Russian Federation, Member of the Scientific Advisory Council under the Supreme Court of the Russian Federation, Member of the Scientific Advisory Board under the Ministry of Foreign Affairs of the Russian Federation, Member of the Expert Council under the Commissioner on Human Rights in the Russian Federation, Chairman of the International Law Commission of the United Nations Association of Russia, Honored Lawyer of the Russian Federation, Doctor of Law, Professor, Aslan Abashidze. 

The supervisor of the scientific internship was appointed deputy head of the department of international law, Ph.D. in Law, associate professor, Solntsev Alexander Mikhailovich, who is my foreign scientific consultant.

The purpose of the scientific internship is to prepare a dissertation research on the topic: "International legal problems of regulating renewable energy sources and environmental protection: an analysis of foreign experience"

The tasks of the scientific internship are:

- receive consultations from the supervisor of a scientific internship, a foreign scientific consultant, Ph.D., A. Solntsev. on the topic of the thesis, the development of recommendations in determining the goals and objectives of the dissertation research;

- search and study of bibliographic sources on the topic of dissertation research;

- attendance and holding of lectures and seminars on disciplines taught by the supervisor of the scientific internship;

- participation in scientific events and presentations at international conferences and congresses on the topic of dissertation research.

 

Writing a thesis and scientific articles

During the passing scientific internship together with Doctor of Law, Professor A.Kh. Abashidze and Ph.D., Associate Professor, A.M. Solntsev agreed on the plan of the dissertation research, developed the main recommendations and conceptual provisions in writing the dissertation research.

I have prepared the following scientific articles for publication in journals approved by the Higher Attestation Commission of the Russian Federation, indexed in the international databases Scopus, Web of Science, in collections of international conferences:

• “Some aspects of the impact of the consideration of disputes in the WTO on the support of renewable energy on the achievement of the Sustainable Development Goals”;

• “The place of the UN Sustainable Development Goals (2016-2030) in modern international law”;

• “Development of renewable energy sources in the context of sustainable development policies and SDGs”;

• “Practice of the Dispute Resolution Authority at the World Trade Organization (WTO DSB) in the field of renewable energy sources: and the obligations of states under the UN SDGs”;

• "Climate change mitigation and renewable energy sources: international legal issues."

In order to prepare a dissertation research and write scientific articles, I visited the Russian State Library, the Educational and Scientific Information Library Center (Scientific Library) of the RUDN University, the Interuniversity Resource Center for Human Rights of the RUDN University, which functions on the basis of the Department of International Law. Visiting various libraries, I received electronic access to international scientific quoting databases, East View databases, Academic Search Complete, Cambridge University Press, Access, Journals, Oxford Journals, Thomson Reuters.

Moreover, the topic and plan of the dissertation were discussed with the Doctor of Law, Professor, Head of the Department of International Law of the Kutafin Moscow State Law University, Natalia A. Sokolova, Ph.D., Professor of the International Law Department of the Saratov State Law Academy, Mark V. Shugurov, Ph.D., Professor of the Department of General and Intersectoral Legal Disciplines of the Higher School of Economics NDU, Associate Professor, Department of International Law, RUDN University, Stanislav M. Kopylov.

 

Participation in the scientific events. 

During the internship I participated in various scientific events. On February 26, 2019, I took part in the first International scientific and practical conference of young scientists "Topical issues of international law: public, private and integration aspects", which was held at the O. E. Kutafin Moscow State Law University. The theme of my presentation was" Some aspects of the impact of the WTO dispute resolution on renewable energy support on the achievement of UN Sustainable Development Goals".

On April 5, 2019, within the framework of the VI Moscow Legal Forum "Russian legal system in the conditions of the Fourth industrial revolution", a round table was held on the theme: "Scientific and technical cooperation of the Russian Federation in the conditions of application of international sanctions". One of the speakers was PhD in Law, associate Professor, A. M. Solntsev on the topic: "International scientific and technical cooperation in the framework of combating climate change." At this round table I took part as a listener.

From 10 to 15 April 2019 I attended a series of lectures by foreign professors invited to participate in the International Blischenko Congress. From 10 to 12 April 2019, Professor of the University of Leiden Niels Blocker (Netherlands) on topical issues in the field of the law of international organizations, responsibility and accountability of international courts and tribunals, as well as the responsibility of member States for violations of international organizations. I asked questions about the activities of special international organizations on the example of the International renewable energy Agency. On April 12, 2019, I was one of the students of the lecture of Professor from the University of Toronto Jutta Brunnée (Canada) on "Procedure and substance in international environmental law". Jutta Brunnée is the author of textbooks and research articles on international environmental law and climate change. On 15 April 2019, I was very interested in a lecture by Professor Niko Schrijver of the University of Leiden (Netherlands) on the role of international law in achieving sustainable development, as part of my dissertation research, I consider the issues of achieving sustainable development Goal 7 "Affordable and clean energy" and the concept of sustainable energy within the framework of the initiative "Sustainable energy for all".

On April 13, 2019, I took part in the XVII International Blischenko Congress, which was held at the Russian University of friendship of peoples. I spoke in the section on "environmental protection: the interaction of international and national law" with the report on the theme: "mitigating the effects of climate change and renewable energy: international legal issues".

On April 12, 2019, I also took part in absentia at the XIV International Scientific Conference "Science and Education - 2019" on the basis of the L.N. Gumilyov Eurasian National University with a report on the theme: "The place of the UN Goals in the field of sustainable development (2016-2030) in modern international law."

 

Participation in the educational process

Moreover, I attended lectures on the subject “International Environmental Law” taught by the head of the scientific internship, Ph.D., A. Solntsev. for undergraduate students of the 3rd course and graduate students of the 1st course in the specialty 12.00.10 International Law; European law. I conducted seminars on the subject "International Environmental Law" in the group YuM-302 in accordance with the schedule. On March 12, 2019, I held a seminar on the subject “Protection of environmental human rights” on the subject: “Human rights and climate change” for undergraduates in the 1st course of the specialty 12.00.10 International Law; European law. On March 15, 2019, I held a lecture lesson on the subject “International Environmental Law” for 3rd year students on the topic: “International legal protection of the marine environment and biological resources of the World Ocean. International legal protection of freshwater bodies ".

I also attended seminars on the following subjects: “Scientific and technical progress and international law” and “International environmental law” together with graduate students of the 1st course of the specialty 12.00.10 International Law; European law.

 Summing up the scientific internship, I would like to note that most of the dissertation was prepared, a large amount of scientific literature from Russian and foreign authors was collected and studied on the topic of the dissertation, 5 scientific articles were prepared for publication. The scientific internship turned out to be very productive and productive, useful for further research activities. I also got a great experience of pedagogical activity during the passage of pedagogical practice and theoretical knowledge when I attended lectures and seminars for graduate students.
